A: I find 3 places that Satan speaks in the Bible:
1. To Eve in the Garden of Eden (Gen 3:1,4-5)
2. To God when he is accusing Job (Job 1:7,9-11)(Job 2:2,4-5)
3. To Jesus when he tempts him in the wilderness (Mt 4:3,6,9)(Lk 4:3,6-7,9-11).
In addition, we have secondhand accounts of Satan’s words in a few places.
(Isa 14:13-14) records the spoken words of Lucifer (who most agree is Satan), which led to his fall from Heaven.
In (Lk 22:31) Jesus tells Peter: “Satan has demanded permission to sift you like wheat” (NASB).
Finally, there are two places that mention Satan speaking, but do not record what he said. In (Zech 3:1-2), Satan is said to be “accusing” Joshua as he stood before the angel of the Lord. In (Jude 1:9), Satan “disputed” with the archangel Michael about the body of Moses.
